to recover the full costs of a DS officer serving as Governor, HKGD's view is that we should not let Dis get away with artificially depressing the Governor's salary because the FCO will pay up anyway. Our view is that Territories should be prepared to pay at least 10% more as salary for their Governors than for the next senior officer. On that basis the Falklands should be refunding to FCO £7,310 per annum for salary rather than £4,500. (As this more directly concerns Home Section of PSD than yourself I am copy in this minute to Mr Dyson.)
5. We feel that it would be useful were one of the members of this section to be included in any further discussion of this matter. While we have no direct interest in recoveries by the FCO for DS officers serving in DTs we do have a general responsibility for a large proportion of these people and may therefore be able to contribute. I should be grateful if you would keep me informed of any developments on this.
