1. At my suggestion Mrs Greig recently sent me a copy of the details she has been preparing of the financial arrangements for DS officers serving in DTs. As you know, all the Governors and some of the others (but not all) are appointed by us and we therefore have a certain amount of interest in this exercise. As Mrs Greig is now on leave I thought it best to let you have my comments such as they are.
I have written in in pencil details of the responsibility for transfer and leave costs of the Governors and Commisioners and other officers who are our responsibility. As far as the Governors and Commissioners are concerned, transfer costs are met from Vote 1 03(4)(d) administered by HKGD. Leave costs are in general met by the Territory, except for Bermuda where the Governor pays personally. We have recently put a case to CSD to take over leave costs, which will mean if approved that the costs will in future come out of C3(4)(d)
also.
3. In the group of columns labelled Allowances, no
distinction has been made between accountable and non- accountable entertainment allowance (as received by a number of the DS4 officers). In Mr Jackson's case (Treasurer Tristan da Cunha), does he really receive only FSA and
difficult post supplement? He is not a Home Civil Servant, so surely he should be on LA and EDSA?
4. In the salaries and allowances column under the heading 'Who Pays' I presume that the starred FCO against some of the Governors is meant to indicate that FCO pays and recovers from the local Government the element in its annual budget for the post and that ODM against others means that FCO pays initially and recovers the full costs from ODM. This could perhaps be clearer. Incidentally, I notice that the recovery of salary for the Governor of the Falklands is £4,500 per annum, whereas the salary for his number 2, the
Chief Secretary, is currently £6,645. While we can never
