to say that the system seems to work (though an analysis of the Posts does not support the distinction he draws in his para.5, second sentence). But I suggest it needs to be looked at again in the light of the new constraints on manpower and money. Is it, for example, sensible in current circumstances to be paying money from our personnel-related subheads in respect of posts which are not on our books? Would it help tactically to put more of the posts which our staff occupy on our books?
8. Further question: ought the conversion of ODM into ODA to influence our response to either of these problems?
