Mr Stratton, who recently visited a number of WIAD's territories in the Caribbean, has suggested that we should seriously consider ways and means of enabling Mr Strong to take an annual paid leave journey to this country at public expense.
2. The main problem is not that the Islands are disagreeable to live in, but that the Islanders themselves are thoroughly unpleasant especially on occasions, to the Governor himself.
3. As I understand the position, the local Government provide Mr Strong with a paid leave journey every second year but could not reasonably be expected to pay for a leave journey every year (and even if they could, they probably would not). In these circumstances, is there any way PSD could pay for Mr Strong to take leave a FCO expense every other year?

(N Stratton raised this at his meeting on Monday, and I explained what we were doing to try to get and tow leave paid for all Governors; N Holmes was there and, I thought, had understood the position). Should we now intervene? of so, can we say anything constructive?
