Gibraltar (folio 24): Gibraltar can afford to pay salary, leave passages, reasonable entertainment. There would be real difficulties over household staff and upkeep of the Convent if MOD didn't help out.
Bermuda (folio 26): Government does not pay for leave journeys. It would help the Governor himself if FCO paid for leave passages. B.V.I. (folio 27): Governor (then Wallace) agrees with our views over the upkeep of Government House, leave passages and duty allowance. On balance, thinks annual leave justified.
Belize (folio 28): No additional comments. He already gets annual leave. We pay his passage on recall and Belize pay wife's passage.
Cayman (folio 29): Mr Russell raises a number of small points, which need clarifying back to him:-
(a) Injury or death on duty: PSD is taking this up with CSD
and we should let Mr Russell know the outcome.
(b) Visit passages on death: Mr Russell as an HMOCS officer
follows OSAS rules. ADS Governor would follow DS rules. We should tell him so.
(c) Voting: He can't have it both ways. HMOCS officers
don't pay UK tax and don't get a vote.
(d) Standardisation of leave: I cannot see other Dependent Territories supporting a proposal that all Governors should have DS rates of leave. The rate of leave varies from DT to DT, is rarely less than the DS rate and in many cases much more.
(e) Allowance for DS Personal Assistants who undertake
social duties: We can ask the Inspectors to look at this.
Anguilla (folio 30): Mr Godden supports our proposal on leave passages. He raises the problem of customs duty; he gets an allowance in lieu but makes the sum available for childrens' books at the local school. Perhaps the Inspectors could take this into account in calculating his allowances.
Falklands (folio 33): Mr Parker is content with allowances but would welcome our taking over leave passages. He would like us to take over the cost of two Personal servants at present paid for by Government. There is a difficulty here. In due course these servants will, on length of service, qualify in Government Service for a gratuity or even a pension. If they are paid for by the
Governor through allowances they may lose this eventual benefit. (PSD and PPD don't support see folios 33-34.)
