MID-TOUR LEAVE FOR THE GOVERNOR OF THE TURKS AND CAICOS ISLANDS
I was a little dismayed by paragraph 5 of your minute to Mr Hunter of 21 February. I shall keep at this until some way can be found to pay for annual leave for Mr Strong - and his wife. It could be dangerous as well as unfair to keep him there for longer than twelve-month spells. A Governor who goes round the bend could cost HMG far more embarrassment than a similar lapse by
an Ambassador!

We need to take this in two stages. There is no chance of interest in the increasing the frequency of leave (from the present once every 18 months) while it remains the responsibility of the Twasand Caicos Government to pay for it. The first step must be for
us to take over responsibility for paying Governors' leave passages: I hope to be able to make a case for this to the CSD within the next few weeks.
