On 3 October 1978, Mr Quantrill sent a circular letter to certain Governors proposing that we should try to find a way for the FCO to take over the payment of mid-tour leave passages for Governors and their families, and also the topping-up of duty allowances for non-DS Governors. Replies have been received to this letter and Mr Hall has summarised the Governors' comments in his minute of 27 February. We now need to make an approach to CSD.

It was thought best to take this exercise in two parts and to go first for the mid-tour leave passages. We feel that a request for these is more likely to meet with success since:

(a) the financial demand is more modest;

and

(b) it would help a greater number of Governors, not just

HMOCS ones.

We can approach CSD on the duty allowances question later when we see with what success this request meets. I wondered about advising CSD of the solution we have arrived at on government houses, but I feel it is probably wise not to mention this since CSD might think we were hiding extra expenditure and also we are not sure yet whether it is working and we may eventually need to approach CSD on this.
