I agree with Mr Hall that we ought to return to the charge on the mid-tour leave passages. This was always our strongest case and might have been approved if it had been put to the
CSD alone rather than as part of a package with other items. only one other

you come to read it, is thrackay's letter is pretty meaningless (and reveals great ignorance of the status of Governors). But I am not clear why leave passages alone constitute a stronger case there is just as good
cape for topping up dyts allowances.
Ur 2. Let us consider, the facts again, in the light of U Thackay's comments; is it correct to speak of a "contract" between Ministes and Govenor? Is the point not precisely the absence of a clear contract, so that we have to rely on ill defined custom. Can we also argue that every body "we have overseas" - except governors - get the leave passages paid from UK finds - and that nobody-except HRNCS Govenors - has to pay for official entertainment out of this own
