I am replying to your letter of 28 June 1979, to Mackay, concerning certain conditions of service for Governors of Dependent Territories which you see as being out of line with those enjoyed by the generality of staff serving overseas. First, in view of your further comments we would not wish to stand in the way of your paying a topping up allowance in the 3 cases where the Governors are members of HMOCS on a similar basis to that already agreed in the case of seconded Diplomatic Service officers.
So far as leave passages are concerned, from what you have said we can see that there may well have been a misunderstanding between us over the respective definitions of mid-tour and inter-tour leave passages. These terms refer to approved leave passages taken at either the half-way point or at the end of what is termed the standard length of tour for a particular country. For example, if an appointment overseas was expected to be of 3 years duration, but the standard tour length had been fixed at 18 months, the leave taken at the end of each 18 months block of service would be deemed to be inter-tour leave. On the other hand, if a standard tour length had been fixed at 2 years any approved leave at the 12 months point would then be viewed as mid-tour leave. In view of the above, therefore, and provided your proposal seeks to do no more than to allow Governors fare paid passages at the end of the standard tour appropriate to each Territory, and on the same basis as that received by other staff, we would not wish to raise further objections and can let you have the approval you seek.
