This is excellent news and I am most grateful for HKGD's per- sistance in winning the battle.

I agree with your proposals for "standard tours" with one ception. The BVI should be bracketed with the Caymans to have leave after 18 months. My reasons for this recommendation are that BVI do in fact have many advantages over the Caymans with the exception of limited resources to improve material comfort. The climate is marginally better, the scenery is much better, there are sophisticated "expatriate" North American clubs and hotels, there is a mountain, there is a great range of very beautiful islands, there is scope for sailing and all other water sports, and the Governor has a small rest- house on Virgin Gorda where he can escape into complete Robinson Crusoe seclusion if he wishes and can travel there in the police Launch. All in all I see no difficulty in bracketing BVI with the Caymans.
