Please refer to my circular letter of 3 October 1978, in which I said that we were looking into certain aspects of your terms of service. I am sorry it has taken so long to follow up the various replies that we received. In the event, it proved harder than we expected to obtain the CSD's agreement to what we wanted to do. But I am glad to say they have now agreed that HMG should assume financial responsibility for your UK leave passages.

In future, the PCO will bear the cost of first class fares by the approved route for you and any other members of your household who travelled to your post at FCO expense, at intervals of 12 months from the date when you first arrived in the territory. The cost of any journeys taken after 1 August 1979 may be reclaimed, provided they took place after the appropriate interval had elapsed. No subsistence is payable for leave journeys, but you may submit claims for incidental expenses incurred en route (airport taxes, porterage, rail/bus journeys between the airport and your leave destination in the UK etc). You may also claim for up to 20 kgs of unaccompanied airfreight in addition to the normal airlines Luggage allowance.
3. An amendment to Colonial Regulations will be issued in due course.

The CSD have also agreed that we should, were necessary, top up the duty allowances of Governors who are on HMOCS terms of service. Where your annual return of expenses shows that you are spending more on necessary official entertainment than is covered by the financial provision in the local budget for your duty allowance, we can now pay you the difference. We shall need to be sure however that the provision made in the local budget is reasonable, in local circumstances. We should be grateful therefore if you would ensure that whenever local government salaries are revised, the salaries commissioner is also asked to separate recommendation on the appropriate level for your duty allowance.
