GOVERNORS' TERMS OF SERVICE

1. Please refer to your letter of 17 October 1978 in reply to my circular letter of 3 October 1978, in which I said that we were looking into certain aspects of your terms of service. I am sorry it has taken so long to follow up the various replies we received. It proved harder than we expected to get CSD's agreement to what we wanted to do. They have however now agreed that HMG should assume financial responsibility for the leave passages of Governors and their families. Although you originally suggested that the Cayman Islands could, if necessary, be excluded from the scheme, in the event there are sufficient funds available to enable it to be extended to all territories.

In future, the FCO will bear the cost of first class fares by the approved route for you and any other members of your household who travelled to your post at FCO expense, at intervals of 18 months from the date when you first arrived in the territory. The cost of any journeys taken after 1 August 1979 may be reclaimed, provided they took place after the appropriate interval had elapsed. No subsistence is payable for leave journeys, but you may submit claims for incidental expenses incurred en route (airport taxes, porterage, rail/bus journeys between the airport and your leave destination in the UK etc.). You may also claim for up to 20 kgs of unaccompanied air-freight in addition to the normal airlines allowance. An amendment to Colonial Regulations will be issued in due course.

On the other points you raised in paragraph 5 of your letter of 17 October 1978:-

(a) We are looking into the question of insurance against death

or injury during air travel and we will be in touch with you again when we have the information.

(b) We agree, and in fact regard non-DS Governors as being in

precisely the same position as OSAS officers (except that the FCO rather than the ODA would pay). A copy of the relevant passage of OSAS rules is attached for ease of reference.
