Branch were put to the AGACEST. After some argument, the Committee has now called off the work-to-rule and the Working Farty will now start work; the main hope for improvements lies in promotion posts.

REQUESTS FROM POSTAL OFFICERS FOR BETTER PAY AND IMPROVED PROMOTION PROSPECTS

The Union of Hong Kong Post Office Employees (UHKPOE) whose members mainly consist of Postal Officers engaged on sorting, counter-manning and clerical duties, asked for (a) the combination of the ranks of Postal Officer and Senior Fostal Officer, (b) the combination of the ranks of Assistant Superintendent and Superintendent, and (c) better pay scales for Assistant Postman and Postman. In order to strengthen their case, they lobbied..the support of the Postmen and Assistant Postmen.

At a joint staff/management meeting on 20.10.78, agreement in principle was reached among all parties on the amalgamation of the Assistant Postman and Postman ranks and the assumption of inward letter and post office box duties by Postmen instead of Postal Officers. However, management and staff were unable to agree on pay scales. The repre- sentatives of UHKPOE demanded that the pay scales for the new grade of Postman, and for Postal Officer and Senior Postal Officer should be further increased and the working hours per week for Postmen be shortened from the existing 48 hours net (excluding lunch hours) to 48 hours gross (including lunch hours) and, without explaining further their demands, walked out of the meeting and announced that their members would commence industrial action as from 21.10.78.

On the other hand, the representatives of the Hong Kong Postal Workers Union (HKPKU) whose members mainly consist of Postmen, Assistant Postmen and Drivers, stated that despite their dissatisfaction with the proposed pay scale they would continue discussions and would not take industrial action.

Consequent upon an informal meeting between the Postmaster General, a representative of the Civil Service Branch and the staff representatives of the UHKPOE on 27.10.78, the Postal Officers called off their industrial action and resumed normal work as from 28.10.78.

At a further meeting on 30.10.78, agreement in principle was reached as regards the pay scales for various ranks in the Postal Class. Other issues related to the dispute including conditioned hours of work, re-distribution of duties, administration and organisation of work, etc. were discussed at a follow-up meeting on 31.10.78. Agreement was reached on all the points at issue at a meeting on 1st November and all postal servi

resumed or the same day.
