The main features of the proposals are as follows:

the work of the department will be divided into two streams, namely Social Security and Social Work. This will enable scarce social work trained graduates to be concentrated in the Social Work stream, where their training is of most use.

in view of the shortage of social work trained graduates, and of the belief (tested in other countries where social services are further ahead than in Hong Kong) that an exclusively graduate grade is not necessary for front line social work, the opening up of entry, at the equivalent of the existing Assistant Social Welfare Officer rank to social work graduates of recognised post- secondary colleges.

the opening up of promotion opportunities for Welfare Assistants and Principal Welfare Assistants to the top of the Social Security stream, whereas before the sub-professional ranks effectively had no promotion prospects into the professional ranks,

increases in pay to recognise changes in job complexity and responsibility, including:

Top point increased from MPS 30 to MPS 34

($4,435 to $5,325)

bottom point increased from MPS 31 to MPS 35 ($4,640 to $5,595)

scale increased by 1 point at minimum and maximum, giving new scale of $1,325-$2,560

increased by 1 point on the minimum giving new scale of $2,695-$3,485.

to be regraded into the new Social Work Assistant ($2,155-$3,485) and

Senior Social Work Assistant ($3,665-$4,435) ranks.
