Arising out of the report of a Working Party appointed to review the Welfare Class, partly as a result of staff representations over pay and promotion prospects, and also in the light of proposals to regionalise the department's activities, a package of restructuring proposals (agreed between SWD, SS Br and CSB) were put to the staff representatives at a Joint Consultative Council Meeting on 4th October 1978. The package was explained briefly at the meeting, and it was further explained that detailed discussions would follow with individual grades.
