SOME NEW SYSTEM HAS TO BE WORKED OUT AND THE IMPLEMENTATION

OF THE SYSTEM SHOULD BE OVERSEEN BY AN IMPARTIAL BODY,

6. FINALLY IT IS IMPORTANT THAT HEADS OF DEPARTMENT SHOULD, AS FAR

AS POSSIBLE, DEAL WITH THEIR OWN STAFF MANAGEMENT PROBLEMS, AND WHILE THERE SHOULD BE PROVISION FOR MEDIATION WHERE THESE BREAK DOWN, THERE SHOULD ALSO BE A STANDING BODY TO WHICH DISPUTES CAN BE REFERRED WHICH WOULD ADVISE THE GOVERNOR HOW TO

RESOLVE THEM.

7. AGAINST THIS BACKGROUND WE PROPOSE TO CONSTITUTE A STANDING

COMMISSION WHICH CONSISTS OF A CHAIRMAN (SIR Y K KAN HAS AGREED TO SERVE FOR THE FIRST YEAR) AND FOUR OTHER NON-OFFICIALS. THEY WILL BE CHOSEN FROM A WIDE SPREAD OF BACKGROUND. IT WILL FIRST OF ALL HAVE TO LISTEN TO WHAT THE RELEVANT STAFF ASSOC- IATIONS HAVE TO SAY ABOUT EXISTING OPEN OR SIMMERING DISPUTES AND CONSIDER THE PRINCIPLES AND PRACTICES GOVERNING CLASS AND SALARIES STRUCTURE AND CONDITIONS OF SERVICE, AND MAKE RECOMMENDATIONS FOR ADJUSTMENT WHERE NECESSARY ACROSS THE WHOLE FIELD. IT WILL ALSO HAVE TO MAKE RECOMMENDATIONS AS TO HOW IN

FUTURE REGULAR REVIEWS OF PAY AND CONDITIONS CAN BE CARRIED CUT AND HOW THE COMMISSION WILL OVERSEE THE REVIEWS. FINALLY IT WILL

HAVE TO RECOMMEND PROCEDURES FOR DEALING WITH DISPUTES AT MANAGEMENT LEVEL AND IF NECESSARY THROUGH RECOMMENDATIONS MADE

BY THE COMMISSION.

8. WE EXPECT THAT AFTER A PRETTY HECTIC FOUR MONTHS THE IMMEDIATE

TASK WILL BE COMPLETED, AND THE COMMISSION WILL HAVE REVERTED TO A CONTINUING ROLE WHICH HOPEFULLY WILL BECOME PROGRESSIVELY LESS ACTIVE. WE HOPE IT WILL HAVE LEVELLED OFF AFTER ABOUT SIX

MONTHS. IT IS OVER THIS FIRST SIX MONTHS THAT WE THINK WILLIAMS COULD MAKE SUCH A CONTRIBUTION, THERE COULD WELL BE A

CONTINUING JOB THEREAFTER, THOUGH THIS IS NOT CERTAIN, AND IN ANY

CASE WE WOULD ENTIRELY UNDERSTAND IF HE WERE NOT INTERESTED IN IT.
