The Civil Service Branch however considered that there might be a need to create a new rank of Dental Technician I as section-in- charge. However, this could not proceed pending the completion of an Organisation and Methods study undertaken by the Management Services Division. The study, which was supposed to have been completed by October 1978, has now been delayed till the end of November.

Current situation

14.

Despite management's assurance at a meeting on 13.11.78 that every effort would be made to expedite action once the O & M report was ready, the Association decided to take and has taken industrial action as follows

(a) "sit-in" for 3 days from 13th - 15th November 1978;

and

(b) "go-slow" from 16th November 1978 onwards.

No action has so far been taken against the industrial action, but in view of the announcement to set up a standing body to resolve such disputes and the disruptions caused by the go slow, legal advice is being sought as to what action can be taken under Civil Service Regulations.

The Tax Inspector Unit of the Hong Kong Chinese Civil Servants Association requested

(a) the revision of the pay scale of Tax Inspector II

from PS 12 - 23 (1,645 33,155)

to

IPS 16 25 (2,155 - 3,485)

with a consequential increase in the starting pay for Tax Inspector I; and

(b) the promotion ratio for Tax Inspector I and Tax

Inspector II be improved to 1: 2.
