The Welfare Assistant Unit of Hong Kong Chinese Civil Servants Association submitted on 16.11.78 its observations on the draft report of the Working Group. These will be incorporated into.. the report. The Unit is still sticking to its original demands. A further meeting will be arranged shortly to finalise consultations. appears that the Unit realises that it is not possible for Government to further improve its package but on the other hand the Committee find it difficult to recommend the package to its members.

At a meeting on 8.11.78, the staff representatives were informed that

(a) their request for a through scale for Registered

Nurse (i.e. from minimum of Registered Nurse to maximum of Nursing Officer I, on the same basis as Radiographer) was not possible because there were clear functional differences between the various ranks; but

(b)

there was a case for the creation of more senior posts.

Not satisfied with the explanations given, the Nurses Unit

of the Hong Kong Chinese Civil Servants Association petitioned H. E. on 15.11.78 for

a through scale for Registered Nurse; and

a review of the establishment of nursing staff

to cope with increased workload and to provide better service.

A further management/staff meeting was being held on 20th November 1978.

At the E.G.. held on 2.11.78, AGACEST called off work-to-rule action with effect from 3.11.78. Two meetings of the joint management/ AGACEST working party were held. The working party aims to complete its work within four to six months from the date of its first meeting.

POLICE INTERPRETERS

Police Interpreters appear to have escalated industrial action by refusing to perform a large portion of their normal duties. Processing of criminal cases is being slowed down. Legal advice is being sought as to what action can be taken under Civil Service Regulations should further efforts at persuasion fail. A further informal meeting with Civil Service Branch representatives will be held shortly to persuade them to call off their industrial action in view of Government's announcement to set up standing machinery to deal with such disputes.
