The Director of Urban Services submitted to Secretary for the Civil Service in February 1976 a proposal for the re- structuring of the Butcher grade because
(a) Slaughterhouse Labourers on appointment to
the Assistant Butcher rank would lose out in take-home pay;
(b) there was an overlap in the pay scales of
Butcher II and Butcher I; and
(c) there was no functional difference between
Butcher II and Butcher I.

After protracted discussion between Civil Service Branch and the Department, a new grade structure is now tentatively agreed (please see Appendix I). The complication hinges on the incorporation of an overtime/training allowance of $120 (this allowance is being queried by the Audit Department) in the conversion.
Current situation
14.
Butchers are becoming restive because it has taken so long to review their grade. When this package is approved by the Urban Council, it will be put to the staff. However, as it is fairly complicated, it will take a lot of skilful and patient negotiation to get the package accepted by the staff.
