Situation Report on Major Pay Disputes (No. 3)

Current situation

(a)

At its EGM on 21.11.78, the Association decided to reject management's package. It is interesting, however, to note that ASWOS have now resumed processing Old Age Allowance for those between 70 - 74 years old.

In an informal meeting with DSW and Deputy Secretary for the Civil Service on 4.12.78, the Executive Committee of the Association and management agreed a statement on Government's package so that they would be better equipped in explaining the package to their members. A formal meeting (CSB/SWD/Association) is scheduled some time next week to rehearse the arguments before the Association convenes its EGM.

(b) Welfare Supervisor grade

Agreement was reached on the package on 15.10.78. This item will be dropped from the next report.

(c) Welfare Assistant grade

NURSES

Agreement was reached on the package although the staff reserve their position to re-argue their case before the standing body. A meeting with staff is scheduled on 11.12.78 when the Working Group's report will be signed. This item will be dropped from the next report.

Current situation

At a formal meeting on 20.11.78, M & H D and staff representatives were told to prepare their respective cases on pay structure for nurses for submission to the standing body in due course.

The Association of Government Nursing Staff held an emergency meeting that evening and decided to carry out a 30-minute token strike. The strike (1.15 p.m. to 1.45 p.m.) took place in Government hospitals and clinics in Hong Kong side on 22.11.78. A similar token strike took place in Government hospitals in Kowloon and New Territories on 24.11.78.

At their meeting with M & H D on 4.12.78, staff representatives of the three Unions (Association of Government Nursing Staff, the Nurses. Unit of HKCCSA and the Union of Midwives) were told that a review team headed by the Deputy Departmental Secretary of M & H D and assisted by an EO from CSB would look into the duties and responsibilities of nurses and allied grades and would start work on 6.12.78. A further meeting is scheduled on 11.12.78 with the staff representatives to discuss the terms of reference of the review team.

5.

The Association of Government Nursing Staff has threatened

to take industrial action if the review team failed to produce its report by 20.12.78.
