Hong Kong tel no 170 rejected the proposals put forward in your letter of 26 January to bring this dispute to a close. What is particularly worrying is that yet again the Hong Kong Government is refusing to move an inch.

I believe that we are sufficiently well aware of Lord Goronwy- Robert's views on the dispute to be able to reply without first submitting. I do not believe that the time has yet come to uprate our involvement and I recommend that a reply should go from you. If this still produces no movement then I believe that we would have no alternative than to recommend that Lord Goronwy-Roberts telegram to the Governor. I attach a draft telegram. The Labour Advisers concurs,
