Thank you for your letter of 8 May in which
you enclosed a letter from Mr Bloom, the prospective parliamentary candidate for Croydon South, who is con- cerned about the Shorthand Audio Typists' (SATA) dispute in Hong Kong.
I am disappointed that this dispute had still not been brought to an end. The delay is partly explained by the fact that there has been a change of Secretary for the Civil Service in Hong Kong, and the new man has inevitably taken some time to get to grips with the various problems that face him in his new department. I hope that he will be able to bring a fresh approach to this particular problem.
I do not think it is true to say that the campaign by the Shorthand Audio Typists has been "treated with silence". The Department is in close touch with the Hong Kong Government on the matter and has left them in no doubt about the need for an early settlement.
I am returning Mr Bloom's letter herewith.
