Thank you for your letter of 24 May.
I, too, am disappointed that the dispute between the Hong Kong Government and the Shorthand and Audio Typists Association has not yet been resolved. The delay is partly explained by the fact that there has been a change of Secretary for the Civil Service in Hong Kong, and the new man has inevitably taken some time to get to grips with the various problems that face him in his new department. I hope that he will be able to bring a fresh approach to this particular dispute and find a solution that is acceptable to both sides. The Hong Kong Government have been left in no doubt that this must be done quickly.
