EXPERIENCE OF HOW PAY AND STRUCTURE DISPUTES ORIGINATE 'IN DEPARTMENTS I HAVE CONCLUDED THAT QUITE APART FROM WHAT TURNER MAY
ADVISE ON ARBITRATION, WE NEED TO WORK OUT NEW PROCEDURES AND
MACHINERY FOR DECIDING PAY AND STRUCTURE MATTERS IN THE FIRST
INSTANCE. TO PUT IT ANOTHER WAY, OUR PRESENT PROCEDURES AND
MACHINERY FOR DECIDING PAY AND STRUCTURE MATTERS WOULD NOT IN MY
VIEW PROVIDE AN ARBITRATOR WITH A PROPER BASIS ON WHICH TO ARBITRATE WE ARE NOW WORKING ON SOME NEW IDEAS WHICH HOPEFULLY WILL BLEND IN
WITH WHATEVER TURNER ADVISES.
