In the private sector companies visited there is a generally similar nixture of pay scales and fixed rates. In reporting the ovement of pay in the lay Trend Survey Reports, the company data reflect either the movement of the pay scale as a whole (regardless of increments given to individual officers) or, in the case of fixed rates, the average increase awarded to normal, not exceptional, staff.
