d) Pay scales and incremental progression

Many ranks in the Civil Service have pay scales with fixed minimum and maximum points and annual incrementa between these points. There are two main reasons for having scales:

(a) the maximum (the rate for the job) should

not be paid unless an officer is fully experienced and competent; and

(b)

...any ranks, particularly in the general grades, encompass a range of work of varying complexity and junior officers, on the lower points of the scale, are posted to the less demanding work, while senior officers are put on the more difficult jobs.

Frogression through the scale depends on satisfactory performance.

Officers in the Directorate (3,850 and above) are not on incremental pay scales. The increments in the OD 1 scale (minor staff) are about 1%, in the Disciplined (rank and file) scales (e.g. policemen and firemen) about 3% and in the Master Pay Scale about 44 - 5%. The number of increments for ranks on the Faster Pay Scale varies from, for example, twenty increments for the Fest Control Assistant to one or two increments for senior ranks at the top of the scale. There are also some fixed point salaries in the Master Pay Scale.
