PAY CLAIM FOR 1978

Following the signing of the Report of the Joint Working Party confirming the findings of the Pay Trend Survey for 1977/78, and in accordance with established policy, we now submit a claim for an adjustment in pay throughout the Master Pay Scale, to be effective from 1st April 1978.

In arriving at our claim we have considered, and would draw your attention to the following factors:-

(a) the P.I.U. findings and the J.W.P. Report

thereon which, including belatedly reported changes from the previous year, showed private sector increases (calculated as weighted means) of:

Master Pay Scale Ranges

Low Range (under $2,000)

Mid Range ($2,000 - $5,999)

8.79% 8.05%

High Range ($6,000 $9,500) 7.16%

The continuing improvement both of Hong Kong's economy and of Government's revenues.

(c) The Report of the 1971 Salaries Commission

which (in para. 25) said: "Moreover,

percentage increases across the board seem to us most damaging since they automatically increase the gap between the highest and the lowest paid."
