Frivate sector evidence indicates an increase of 8.9% after including the adjustment. for previous year understatement. On that basis, and bearing in
mind the need to -
(a) provide an increase of the same
order as the Master Pay Scale where the two overlap; and
(b) extend into the Master Pay Scale the
tapering evidence indicated by the figures for the Master Pay Scale
increases ranging between 9.39% at the bottom of the MOD 1 scale to 9.16% at the top are proposed.
A copy of the
proposed scale is at Enclosure 4. The simple average of the percentage increases is 8.99%.
Cost of Living Allowance

Officers paid on the MOD 1 scale receive a variable Cost of Living Allowance which on 1st April 1978 was $15 per month. If the proposed increase in the MOD 1 scale is approved, the Cost of Living Allowance for the quarter beginning 1st April 1978 will be nil, and Cost of Living Allowance payments which have been made since 1st April will be offset against the payment of arrears, as on previous occasions.
Directorate Scale

The Standing Committee on Directorate Salaries and Conditions of Service undertakes its own survey of Directorate salaries in the private sector only when, as in 1977, an overall Directorate review is undertaken. The PIU does not specifically collect data on Directorate pay but that which was obtained incidental to the Master Pay Scale exercise indicated that pay of the Directorate equivalents in the private sector moved, in 1977-78, in line with that of those private sector staff who can be equated with civil servants on the top band of the Master Pay Scale. This indication, taken together with information on Master Pay Scale proposals, has been considered by the Standing Committee on Directorate Salaries and Conditions of Service which has recommended a tapered increase ranging from 6.76% at the bottom of the Directorate Scale to 5.11% at the top. A copy of the proposed scale is at Enclosure 5.
