PAY INCREASE FOR THE CIVIL SERVICE
Members are invited to approve
(a) with effect from 1st April 1978

for the Master Pay Scale, a tapered increase ranging from 9.27% at the bottom to 6.93% at the top; and related increases for the MOD 1 Scale, Disciplined (Rank and File) Scales, Apprentice Scales and personal scales and pay rates;
for the Directorate Scale a tapered increase ranging from 6.76% at the bottom to 5.11% at the top;
similar adjustments to scales that are normally increased in line with increases in Civil Service pay, together with any supplementary provision which may be required under Annually Recurrent Other Charges subheads; and
the proposal that supplementary provision should be made available to discretionary grant organisations in accordance with the criteria outlined in paragraph 22.
Policy
It is the policy that Civil Service pay should follow broadly that of the private sector. This is implemented in two ways: by periodic overall reviews with reference to the general movement of pay in the private sector; and separately by adjusting individual rank scales upwards or downwards in accordance with the private sector rates for specific jobs where analogues are available. Where they are not, Civil Service rates are determined on the basis of internal relativity within the Service. Any overall review of scales, which is the subject of this agenda item, is based on a pay trend survey conducted by the Pay Investigation Unit (PIU). Reviews of the pay of individual ranks are initiated as necessary throughout the year.
