We have now received Mr Rowlands' substantive reply (in Hong Kong telegram no. 709) to Mr Stewart's letter to him of 19 May. The reply is unsatisfactory since it provides Ministers with absolutely nothing new to say to the MPs interested in the case and holds out little hope of an early resolution of the dispute.
2. As agreed this morning, I submit a draft telegram from you to the Governor asking him to take a further look at the papers. On reflection I think it might be more appropriate if the telegram were addressed to Mr Rowlands: he is new, he is basically sympathetic and it might be better to give him one more chance to respond before appealing to the Governor over his head. If you agree with this reasoning, the telegram would require some, but not much, consequential amendment.
