Lord Goronwy-Roberts about the dispute between the Shorthand and Audio-Typists' Association (SATA) and the Hong Kong Government. the time of writing Mr Hooley had not had a reply to his earlier letter of 9 May, but he should now have received Lord Goronwy-Roberts'

letter of 6 June.

Mr Hooley encloses a further letter from Miss So, the Chairman of SATA (though not for much longer - we have been informed by Hong Kong that she is resigning from the Civil Service at the end of next month and emigrating to Australia). He clearly does not expect comments on this letter since he has not sent the voluminous enclosures. What he wants is evidence of progress in settling the

dispute.

3. The Secretary of the Civil Service's response to my predecessor's appeal to him to adopt a more conciliatory approach (in Hong Kong telegram no. 709) was disappointingly negative. We have therefore pressed the Governor to intervene (FCO telegram no. 461 to Hong Kong).

4. I had an opportunity to speak to Mr Rowlands, the Secretary

He had seen for the Civil Service, on the telephone this morning. the telegram to the Governor and said that a reply, which he hoped

He was we would find satisfatory, would be dispatched next week. now thinking of bringing forward the pay survey to the autumn of this year and was seeking to arrange a visit by the SATA Committee (mostly new) during which they would be told of his intention. He expected this meeting to take place during the next fortnight

But he would and would be happy for us to inform MPs thereafter. not want his intentions made public before the meeting. that this sounded like progress but it was important that the meeting with the SATA Committee should take place as soon as possible.

5. In these circumstances I recommend that Lord Goronwy-Roberts should send a further holding reply. I submit a draft.
