Pay increase for the Civil Service

(Note: Distribution of this circular is SCALE A, i.e. it should

be read by all officers in the Public Service. A Chinese version will follow.)

With the approval of Finance Committee of Legislative Council, basic pay rates for the Civil Service are increased with effect from 1st April 1978. Details are given in various appendices, an index to which is at Appendix A.

The pay of officers remunerated from other scales, and those with personal salaries, will be adjusted in accordance with the increases in the most appropriate of the pay scales. Details will be sent to departments separately.

Conversion arrangements

Pay will be converted on a point for point basis with effect from 1st April 1978, or the date of appointment, whichever is the later. Thereafter any changes caused by promotions, transfers or in-service appointments will be based on the revised pay scales. This will be the subject of a separate Treasury Circular.

Daily wage rates for casual workers

With effect from the date of this circular the daily wage rates for casual workers are also revised. For details, see Appendix 6.

Cost of Living Allowance (COLA)

In April, May and June 1978 CCLA was paid at the rate of $15 p.m. In accordance with the normal practice, this will be offset by the service wide pay award with effect from 1st April 1978. The new COLA table is at Appendix 7. An amendment sheet for CSR's 640 659 will issue shortly.

Acting allowances under CSR 172

Acting allowances granted since 1st April 1978 will be adjusted where these are expressed as a percentage of salary. Allowances granted under CSR 172(3) will continue to be paid at existing rates, but will be reviewed separately and adjustments, if any, will be effected later.
