Dear Lord Goronwy-Roberts

You will recall that I wrote to you on the occasion of a visit to CPSA of a delegation from the Hong Kong Government Shorthand-Audio Typists Association. Despite the widespread support which the visit to this country attracted from sister unions and (according to press reports) yourself, I was disappointed to hear that so little progress has been achieved in Hong Kong. Indeed, Miss Vivien So has written to me and indicated that your Government's attitude does not fully reflect the background to the dispute, and this is fully supported by the documentation she supplied.

The SAT clearly feels that the Pay Information Unit (equivalent to PRU) has committed a number of individual errors (such as accepting comparisons with stenographers who work to lower shorthand/typing speeds) which undermines their whole confidence in the Report and the resulting median. They therefore quote a body called the Productivity Centre, which the Government effectively refuses to accept on the grounds that it is outwith procedures agreed with the Hong Kong Chinese Civil Servants' Association despite earlier statements that would consider any further evidence which the SAT wished to propose.

I trust, therefore, that the HKSAT can continue to depend on your good offices in their search for fair solution to the complaint.
