HONG KONG : SHORTHAND AND AUDIO TYPISTS'S DISPUTE
1. The General Secretary of the Civil and Public Services Association (CPSA), Mr Thomas, has written to Lord Goronwy- Roberts about the Shorthand and Audio Typists's Association (SATA) dispute with the Hong Kong Government. He has apparently been prompted to do so by a letter from the former Chairman of SATA complaining of lack of progress in settling the dispute.
2. Mr Thomas' information is out of date: the dispute has effectively been brought to an end, at least for the time being, by the Hong Kong 'Government's announcement on 30 June that a fresh pay review for secretarial grades is to begin in October. This initiative has been welcomed by the new SATA Committee and the present Chairman of the Association has been reported by the Hong Kong press as saying that she is hopeful of a settlement.
3. I recommend that Lord Goronwy-Roberts should reply to Mr Thomas on the lines of the attached draft.
