perienced in kalding meetings and very intelligent, Mrs. Cheung could tell that actually the official side could feel that there were reasons and evidence from the staff side. In other words, facts and the evidence were very reasonable and accurate and they hoped the official aide could give them" sou inštrustion on how to improve thoir evidence. She hoped that official side would not discourage the SAT Unit because they were all hardworking and very m responsible. The SAT representatives were only doing their job for the interest of the SATS. If the Official Side insisted in implementing what they thought was right, there was nothing the staff sido could say." She told the official side that both committee and the members of the SAT would not cause ‘inconvenience or trouble to the official side. If after so much hard work they received no improvement or no instructions from the official side, they could do nothing but sin ly report to their members word by word what had been said during the meetings. She could tall, that at present all the SATs were getting very impatient. The reason why they could still stick to their work was because the committee was reasonable. They tried very hard to produce evidence, and worked until midnight. Mrs. Cheung said what the Unit had produced was not the work of a single SAT. That was the combined effort of the SAT, They were going to held en Extraordinary General Meeting that evening during the meetings they were ́gưing to`present to their members of what they had got from the official aide. She would like the official side to put down their proposals in black and white and also send their answers to their questions in writing. At present moment she could not tell how her members would react and at the same time she could not control their reactions, The Unit also possesead further evidoąca and they were going to forward to the public. In the Extraordinary General Keeting that evening she would sak her members to decide how to deal with further evidence. She could not tell how the evidence should arouse the public and other civil servants.

The Chairman said he appreciated Mrs. Choung' point of view. And the Official Side certainly had no intention in discouraging the SAT Unit in their effort in improving the position of their members. That was what a trade union was for. He was of the view that the fact they held so many meetings in discussing the points raised by the staff side over the table showed the official aide took the representatives seriously. They considered the evidence carefully and it was not reasonable and unless there was sufficient evidence produced by the staff side, he could possibly make recommendations to Finance Committee for approval or whatsoever. Being in himself, it was not justified to recommend what should be done. Hie advice to the staff side really was to accept the overall package that the government offered to them including all the improvements and modifications made to the original proposals in the course of discussions. If the staff side still wanted to make it know to public, the staff side were quite free to do so. He would recommend the SAT representatives to advise their members to accept all the offers. Should the staff side have my further survey or evidence in the future, they are welcomed to forward it to the official side at any time.

122. Mrs. H. Cheung thanked for the official side's advice. However, she would be in no position to follow such advice to lead the SAT members for it. They were just representatives for SATs, it would contradict her being selected to be the Chairman if she were to advise her members to accept unsatisfactory proposals. As the chairman for SAT, decisions would be up to the members.
