That was what the Official Side had done. They looked at the Staff Side's proposals covering the whole package -pay and promotion prospects. With efforts, they had improved the promotion prospects quite considerably as explained at the beginning of the meeting. The Official Pide had
amined very carefully all the evidence the Staff Side put forward about the Productivity Centre Report and they also tried to answer all the questions the Staff Side asked about the Pay Investigation Unit surveys in great length but the Chairman was of the view that the fact the Staff Side put forward did not an necessarily chat it was promised by Hr. Scott that there would be, as a result of the evidence put forward, any chann in the salary scale unless they could be convinced that there was an appropriate case for calary improvement. However, they had not yet been convinced by the further evidence though they had been convinced that there was room for promotion prospects. He was of the opinion that was meant by Mr. Scott in the meeting of 2.5.1977.

The Chairman then said if the Staff Side still got further evidence they had not revealed, the Official Side was always willing to look at it. They might be more convincing.

Miss V. So said on the 13th April, 1977, Mr. Scott made a press statement saying that if the SAP Unit would be able to produce evidence in the private sector, the Official Side would be prepared to consider their demand for better salary and also in the meeting of 2.5.1977, Mr. Scott also referred to that point again. She then referred to page 5, last sentences two of the minutes of meeting of 2.5.1977 which read as follows :-
"ila further added that it was not an unchangeable package deal. If there is sufficient evidence, he might consider changes."
Miss So said since they were being told that if there were evidence, the Official Side would consider their demand for better salary and that was why they tried their best and they spent their spare time in finding evidence and finally they got hold of the Productivity Centre Raport which provided evidence in the private sector and they compared the "roductivity Centre Report with the Fay Investigation Unit Report. Besides, the Official Vide had agreed that in a survey the larger the scope was, the more accurate the survey would be. In this case, the survey conducted by the Productivity Centre covered a larger scoe and certainly larger than the survey conducted by the Pay Investigation Unit. The Official Side failed to give a very good answer in support of their objection to the Productivity Centre Report. They only put forward "agreed procedure, normal procedure and correct procedure" and "it was agreed by the Staff Side and they could not say anything further on this point". She further said as Pay Investigation Unit was compiled by professionals, she wondered why these professionals should have their principles bound by agreed procedure. In that case, the survey produced by the Pay Investigation Unit could not be acceptable to the Staff Side and she eaid that the SAT Unit has produced many evidence in support for better pay. If the Official Side atill dragged on with this issue they would certainly be very disappointed and Hiss do also said she could not see significant improvements on the issue of promotion prospects, She further pointed out the Official Side failed to fulfil the principles of good employer and she could assure the Official Side that the morals of SAT3 were now going down. If the Official Side was going to ignore this point, she said the Official Side would be responsible for the consequence and she further pointed out that on one hand,
