(a) The reputability, applicability, plus accuracy of the P.I.U.

Report are proved to be doubtful. The practical problems are:- (i) · The limited scopes and source of reference

companies selected for the purposes of P.I.U Report, only 17 companies were picked out for the purpose of setting the pay scales for 5. A.T.s in 1976. These 17 good employers so regarded, cannot and will not yield true or meaningful figures in terms of salary scale for S.A.T.s

(ii) Te statement of principles and aims in Civil Service remuneration

(Establishment Circular 7/71), is inconsistent with the 1953/55 Priestley Royal Commission on the U.K. Civil Service both in theories and applications. The P.I.U. openly adopted the Priestley Report and admitted that the fact-finding be confined to good employers only. We repeat that we agree to their defined median and upper quartile of rates of pay; but we must point out that the 17 good employers involved in the survey did not earn the credit and reputation, as the ranges and numbers of figures. involved are far too limited

C. Report on Salary Trends Fringe Benefits - II.K. Productivity Centre

(a) The Report is the fourth in a series published by the Hong Kong Productivity Centre in response to the demand for comprehensive data on the salary structure and fringe benefits of administrative, professional, technical and related staff in commerce and industry which represents some 30% of the economically active population in H.K.

(b) The study had been expanded in scope to include more industrial

sectors, a large number of companies and a more comprehensive coverage of personnel employel within the limits of the data available, the study shows that the salaries of administrative, professional, technical and related staff increased by 9% from March 1975 to March 1976.

(c) We should bear in mind that the introduction of the said report should be treated by both sides as an in-between media in negotiation for

a fair, and better package deal to S.A.T.s The essence of good employer as stipulated and explained to you in respect of the Priestley Report and the ?.I.U. principles should lead the Official Side to a mutual understanding together with reasonings towards our grievances. We do not expect to hear that in your future reply or meetings denying/ disregarding the reputation or accuracy of the captioned report, it will destroy the sincerity and meticulous care to which you had claimed, not to mention our good will as it is intended.

(a) The correct principles should be modified as follows :

(i) any assessment on statistics chould be set in the way

agreeable to both sides;

(ii) a wider scope and fuller range in survey should be

carried out, at least, to reflect a sound and botter package for the S.A. T.s.

(e) The Report on "SALARY TRENDS & FRINGE BENEFITS aimed at providing

up-to-date and consistent information on salary trends which covered 1974-75 salary survey. This report supports our valid claim to the equitable pay we deserve. A total of 177 companies participated in the survey, covering the sectors of industrial, commercial, services, utility, engineering and construction companies other than the 17 companies as stipulated in P.I.U. Report.
