The Chairman said he would move to the next point in the Staff Side's submission on page 9 concerning promotion prospects. was of the view that promotion prospects for SATs to the rank of Personal Secretary in the past had been good and to illustrate that, he quoted the statistic that a total of 164 SATB had been appointed as PS since April 1971. More recently since the creation of the new rank of Supervisor of Typing Services, 13 Shorthand/Audio Typists were promoted to that rank. Just to illustrate good promotion for stenographers both to the rank of PS and STS, he further pointed out that there were at present 447 stenographers posts compared with 246 PS posts and 71 STS posts.

He then put a proposal to the Staff Side concerning the promotion prospects for stenographers. In the present Details of Post, promotion prospects for SATs was quoted as Normally nil; Exceptionaly : To PS. His proposal was to change the wording of the Details of Post to make it read "normal promotion prospects to the rank of STS or PS", although the required standard for appointment to those two ranks would remain the same.

He then referred to page 11 of the letter dated 11th May 1977. In the letter, it was said that the Staff Side was undergoing a survey amongst SATs and that they had substantial figures to indicate that 57 ȘATS were providing secretarial service directly to officers on salary point D2 or above. If the survey had been completed, the Official Side would be happy to see it with a view to examining these particular cases the Staff Side had identified in which SATs were performing jobs of Personal Secretary.

The Chairman said he asked for that because if it could be shown that some of those jobs should really be PS jobs, then it could be demonstrated to the satisfaction of the General Grades Branch and the Departments concerned that those posts should be regraded to the rank of FS. If those posts were regraded, it would improve promotion prospects for SAT to become PS. But he had to see the result of the survey first.

Mrs. Cheung said they would go back and have a discussion with her committee and for the time being they would observe the Official Side's intentions and would like to have the Official Side's answers to their questions in the next meeting.

of the survey before the next meeting.
