Miss V. So referred to what Mr. Broadbridge had just said that Stenographers in Government did not work for Senior Officers, She would like to tell him that Stenographers had not yet been introduced. There were only Shorthand/Audio Typists and in Government two-thirds of Shorthand/Audio Typists wor for Senior Officers.

Mr. K. Broadbridge said the important thing was that the Pay Investigation Unit went out in finding what the new structure would be. He wished to point out the fringe benefits in the productivity Centre report (page 10) about other benefits such as pension scheme, gratuity and retirement benefits were not readily quantifiable as cash values. The Pay Investigation Unit with the agreement of the (Staff Side of the Senior Civil Service Council) took the aforesaid into account. The Pay Investigation Unit was more accurate than the Productivity Centre report.

The Chairman said there was a grade of Stenographers in Government which was introduced in December last year which a large number of people had now been recruited.

Miss V. So would like the Official Side to make one point clear that the Productivity Centre report had not taken into account of fringe benefits.

Mr. K. Broadbridge confirmed "Yes." It had not taken into account all the fringe benefits as the Pay Investigation Unit did.

Mias V. So said in that case, the figure would be more accurate as it had not quoted all the other factors.

Mr. K. Broadbridge said they had so discussed those in detail. 111 along, they had been doing what they agreed the (Official Side and the Staff Side of Senior Civil Service Council). On 12 aspects of conditions of service which the Pay Investigation Unit quantifies took into account of other proper way.

Miss V. So said that she would like to ask the Official Side to clarify that the job description in both reports were the same.

Mr. K. Broadbridge said that he did not know in detail how the Productivity Centre did the report but he did know how the Pay Investigation Unit did their report. His impression was that the procedures used by the Productivity Centre were less precise. It had not taken into account the fine difference of Personal Secretary, Shorthand/Audio Typist and Typist. He had made himself clear concerning fringe benefits. In Appendix 3 of Pay Investigation Unit report all the fringe benefits were listed, including holiday accommodation, transportation allowance, etc. All those items were either indispensable or they were not depending whether each company had or had not got the benefits, they were deducted from the basic pay. It was a reasonable complex procedure. It was a fair way of taking the total worth of the job not just the pay.

Miss V. So said that they were not studying both reports in details but one thing was they could tell that the Froductivity Centre had taken 13 months' pay. In other words, in calculating, the basic pay from the Productivity Centre report was accurate.

Mr. K. Broadbridge said the Pay Investigation Unit did it as well.
