Miss V. So referred to the example about new-born babies. In finding the average weight of the new-born babies, if the Government went to get the data from under nutrition baby, say 3 lb. and got another figure for over-fed baby say 10 lb., and then a figure of an abnormal baby, say, 30 lb.
If all these figures were put down on a chart and finding the median point as an average, she could be sure that the average was an inaccurate one.

Mr. K. Broadbridge said, "Going back to my personal view, everyone is fair. If the Staff Side wished to alter this system, please do so. Get the agreement of Senior Civil Service Council and talk to other associations. Not everything is perfect. This is only a promise between (the Official Side and the Staff Side of Senior Civil Service Council). They have done it very carefully to keep the same procedures."

So said she was not asking for a perfect procedure in taking the pay survey but she wanted to prove to the Official Side that the 17 companies under survey the figures produced should affect the salary scale of the Shorthand/Audio Typist rank. She pointed out at the minimum of the 17 companies, in the middle, one should see that the two pay levels the difference of which was only $1 ($1043 and $1042) whereas towards the end of the scale the difference was around $100, so she doubted the accuracy of the medien from those figures. She also referred to the maximum of the 16 companies and she pointed out that there were two pay levels of the same figures (51760). Since the to pay levels were the same, it would again affect the median point.

Mr. K. Broadbridge confirmed that it would affect the median point. The two companies of $1760 was how the calculation worked out. That was their method of treating and analysing data. He asked, "Do you want to depart from the fundamental use of the Pay Investigation Unit, Mr. Kwok?"
