Mr. K. Broadbridge said: "ilo." It was fair to say that in Hong Kong there was a wide range of salaries 1408 to 3024 was the range for work comparable to the Stenographers in the Civil Service. That was the interpretation he could give and they were following the normal procedures.

Miss V. So referred to the median and according to the median calculated by the Fay Investigation Unit when comparing the median with the lowest minimum, the difference could be 297, the difference between median and the highest minimun was 494 and returning to the median when compared with the lowest maximum, the difference was 373, and the median compared with the highest maximum was 1243; and Miss V. So said that the difference was a very large one.

Mr. K. Broadbridge said they used the comparison rate with the private sectorɛ' rate. They had much regard for this. They did give entry point according to skills and qualifications, e.g. they gave two increments for the Typists (sic). They were just operating normal procedures, and the maximum was granted according to the median calculated.

Miss. V. So said in finding an average figure for a certain thing, she quoted the example, say, finding the average weight of new-born babies, the Government should go round as many hospitals as possible to find the weight of new-born babies. When the average was being found out the average would represent the average of the majority of babies and it should not represent only one baby.

Mr. K. Broadbridge said it must be remembered that the Shorthand/ Audio Typist Unit was only one unit of one large association and 3 other associations (both the Official Side and Staff Side of Senior Civil Service Council had agreed procedures for interpreting and obtaining private sector information). If the Staff Side wished to make alteration, it should be made through the Hong Kong Chinese Civil Servants' Association. He agreed that nothing was perfect but as it involved everybody he was of the opinion that their ideas should be put to Mr. Kwok and then go back to Senior Civil Service Council. He further emphasized that the Official Side was no more than taking the procedures agreed, and they had to stick to the agreed procedures.

Miss V. So said that she was not asking for what the Pay Investigation Unit did, but she simply wanted to point out in finding a representative average figure a larger scope survey should be carried out in order to get a more accurate figure.

Hr. Scott said if it was a reasonable suggestion both the Official Side and the Staff Side would discuss in the Senior Civil Service Council. Their basis was only to compare with good employers. If a wider scope was used, it meant that a lot of bad employers would be included. He assumed that 33024 was one of the best. They had a way of doing the agreed work. They got the good companies and using the median approached and not an average approached. If there was another way of doing it, he thought it was a question of (the Staff Side and the Official Side of the Senior Civil Service Council). But at the moment, that was what they used. If they tried to use a wider scope it did

not work very well. The Staff Side tried to pick the better ones and the Official Side tried to pick the worse one.
