MEETING SETWEEN THE SECRETARY FOR THE CIVIL SERVICE AND REPRESENTATIVES OF THE SHOWTHAND/AUDIO TYPIST UNIT OF

The Chairman said that they had studied the Staff Side's letter of 11th May during the past few weeks and they would like to let the Staff Side have their views and comments on all the points that the Staff Side had raised in it. They noted that the bulk of the Staff Side's letter was concerned with the report by the Hong Kong Productivity Centre and the Staff Side used that to support their arguments for a higher salary scale. He thought he should start by repeating two general points mentioned before.

Mrs. M. Cheung proposed to confirm the last meeting's minutes before they proceeded to study their submission.

The Chairman said there were two points of general principle. The first was that the policy of Government was to use Pay Investigation Unit reports as the basis for all adjustments in Civil Service - salaries for individual grade adjustments and this was a policy and procedure which had been agreed to by the (Staff Side of the Senior Civil Service Council). It would be very difficult for them to depart from the Senior Civil Service Council policy just for one grade, and they therefore considered that before salary adjustments for Shorthand/Audio Typists would be made, it should be judged on the basis of the evidence produced by the Pay Investigation Unit and they should not take into account evidence produced by any other organization such as Productivity Centre.
Mrs. M. Cheung agreed to the principle of the Pay Investigation Unit.
