The Chairman said he noted the views of the Staff Side but wished to draw to their attention that officers who applied under the in-service scheme for 1977 would be exempted from competition with many thousands of applicants for open recruitment; their advantage would therefore be considerable. He said in reply to
(a) "No", they would not be required to sit the confirmation examination as they were regarded as being qualified and in-post before the date of the Clerical Class restructuring on 1st April 1976, and
(b) as only 12 Shorthand/Audio Typists had applied under the scheme it would be unnecessary to hold more than 12 vacancies of Clerical Officer II for them.
III. Restructuring of the Secretarial Class

Mrs. Cheung asked whether,
(a) appointment to Supervisor of Typing Services could
be limited to Personal Secretaries and Shorthand/ Audio Typists and Senior Typists be excluded as most were probably underqualified,
(b) the Official Side would constitute entry quotas for
ranks with access to the grade of Supervisor proportionate to the relative strengths of those ranks - irs. Cheung estimated that the rank of Shorthand/Audio Typists would merit a quota of somewhere between 40 and 50 of the 70 vacancies assuming that qualified Senior Typists were included,
(c)
a Shorthand/Audio Typist representative could be allowed to serve on the selection committee, and
(d) all 70 posts of Supervisor would be filled.
The Chairman replied,
(a) that it had always been the intention to admit to the
grade of Supervisor of Typing Services suitable and qualified officers from the ranks of Personal Secretary II and I, Shorthand/Audio Typist and Senior Typist; if a contrary impression had been given then this had been an
error;
(b) it would not be appropriate to allocate quotas as
appointments would be made purely on merit; only very suitable officers from the three entry ranks would be appointed. To appoint officers who were less than
very good merely to fill a quota would be unacceptable to Government and even more so to the 'good' officers she would be supervising,
