Miss V. SO asked why the entry point for school leavers to the rank of Stenographer was Point 5 (IK 855) whereas the previous starting point for Shorthand/Audio Typists had been Point 6 (HK$920) of the Master Pay Scale. The Chairman explained that Government required of a Stenographer that she be numerate, literate and have shorthand and typing skills at

about Certificate of Education level. i.e. the three subjects of English Chinese and Arithmatic, plus 50 w.p.m. Typing and 80 w.pm. Shorthand. An appropriate starting salary was Point 5 (HK$855) which was the normal f C. of E. entry point in Government. In order to encourage applicationsal. from those who took not only the three subjects which Government required but also two additional academic subjects for a full Certificate of nine is Education before going on to a commercial course and acquiring typing and- shorthand skills an increment was being given for any two approved academic subjects (e.g. French, Chemistry, Physics, but not Needlework or Domestic Science). Further incremental credit of one increment each would be given r a shorthand speed of 110 w.p.m. and a typing speed of 70 w.p.m.os Hebert pointed out that the Pay Investigation Unit had found no evidence ofrojne incremental credit for academic attainments and technical skills beingaoth awarded in the private sector. once a Stenographer had joined for duty, ing nor for example was it usual in Government for members of other Classes to be given increments for additional but not strictly relevant, Cof.2.7 subjects or for speed in accomplishing their tasks, However, it has been: recommended by the Committee on the Secretarial Class and accepted byng un Government that as incremental credit had been awarded in the Secretarial Class in the past, and, under the name of, proficiency payments, mora increatments were awarded in the U.K. Civil Service for technical skill, incremental credit should continue but only for significant capabilities likely to use it th produce higher productivity and be maintained a normal working environment. He pointed out that all these matters had been fully discussed with the first SAT Committee. Miss V. SO said that whilst e typing speed at entry to Typist had been increased from 30 to 40 w.p.m. with a rise afone, increment at the minimum, SATs with 50 and 90 v.p.m. on entry and 5 passes in AKCE were not being given recognition for the higher attainmentas Mrs. Cheung asked for the matter to be discussed at the next meeting.

10*1 The Chairman said that although it would neither be desirable nor practicable to suspend implementation of restructuring, (the new pi establishments had been approved and officers could opt for regrading an which would bring to the majority considerable increases in pay, back-dated to the 1st April 1976), he would be agreeable to extending the deadline for options, to be exercised to allow officers more time to seek advice if they felt they needed it.
