Proposed Restructuring of the Shorthand/Audio Typist Grade
With reference to the 2nd Consultative Meeting on the above subject held on 29th October 1976 and to your proposals as described in the South China Morning Post dated 6th November 1976, the great majority of members of the S.A.T. Unit, H.K.C.C.S.A. learned with great regret and resentment the Government's proposals for restructuring the Grade, and they were dubious with the manner in which the then Chairman and Executive Committee had conducted the negotiations of the above subject with the Government. Subsequent to this the Extraordinary General Meeting was convened on 4th December 1976 at H.K.C.C.S.A. in that the following resolutions were reached :

(i) that the Government's proposals for festructuring the
Grade was considered not acceptable in that initial salary, promotion, entry qualification, higher shorthand and typing speeds, etc. left much to be desired,
(ii) that the then Executive Committee was dissolved and replaced by a new committee comprising 11 committee members elected by secret ballot held.
We, the newly elected executive committee, now write to inform you that it is the considered view of the Extraordinary Ceneral Leeting of the .A.T. Unit, I.K.C.C.S.A. that the Government's proposals for restructuring the grade could not be accepted.. This committee request for an early meeting with you so that we could be better briefed of what alleged agreement had been reached by our then Chairman and Executive Committee. We would write further in order to put the matter in perspective.
