As there is a duly and formally
constituted unit of the H.K.C.C.S.A. which
represents the Shorthand/Audio Typist grade, with which consultations have been held about Government's proposals for restructuring the grade, the Secretary for the Civil Service regrets that he is unable to accede to your request for the implementation of the agreed proposals to be held in abeyance for two more months. Amongst other things, this would delay the payment of significant benefits to a very considerable number of S.A.T.s who have been on their maximum for more than one year or who will reach this position during the next few months.
