(ii) the responsibilities of the two ranks should

normally be linked to the responsibilities of the principals to whom Personal Secretaries work. Secretarial work for the most senior officers of Government places a greater measure of responsibility on the Secretary. It is proposed

that,

(1) a Personal Secretary should work either

individually or on a shared basis, to officers on points D2 (DJL 2) to D5 (DJL 3); and, (2) a Senior Personal Secretary should work to

officers on points Dó (DJL 4) to D9 (DJL6), normally on an individual basis, but there may be cases for sharing where senior officers are not heads of department and where secretarial workload would not justify an individual post;

in all cases require the approval of the Secretar for the Civil Service;

posts of Personal Secretary and Senior Personal Secretary should not be provided automatically but should continue to be complemented by

Finance Branch according to the nature and volume of the secretarial work involved;

in respect of qualifications and experience for appointment,

for Personal Secretary,

(i) a higher standard of general education,

especially in English comprehension,

because Personal Secretaries will in future with few exceptions provide a

service only to officers at levels of Assis- tant Director and above;

(ii) entry to the rank should normally be by

the in-service appointment of suitable and qualified Stenographers with three years service as Stenographer who have,

1) shorthand and typing speeds of at least 110 w.p.m. and 50 w.p.m. respectively;

(2) passed a competitive examination in

English and interview.

However, an alternative method of direct entry recruitment should continue for local candidates

who,

(3) have passed English Language (Syllabus

B) at Grade C (at present Grade E) or above and Chinese Language and Mathematics and two other approved subjects at Grade E or above in the Hong Kong Certificate of Education, or equivalent;

(4) have a shorthand speed of 110 w.p.m. and a typing speed of 50 w.p.m.;
