56. Meanwhile Lui and his wife were initially charged with Conspiracy to Traffic in Dangerous Drugs, but, as anticipated, the Canadian Government requested extradition. This hearing concluded in June, 1977, when Lui and his wife were ordered to be sent to Canada to stand trial. Both have appealed against this order and the result is still pending.

57. In early March, 1977, Narcotics Bureau received information that a Chinese male Ho Kei-chung (0419/4764/1813) was planning to send couriers to Holland with a quantity of heroin. The information was developed by the Narcotics Bureau, and subsequently passed to Bangkok and Europe via Interpol.
58. On 14th April, 1977, Dutch Police arrested Ho and three Chinese females, YIM Po-lin (0917/1405/5571), KAN Ching-yee (4675/7234/0308) and TSE WONG Che-nui (6200/7806/1807/1166) at a hotel in Amsterdam and seized 2.815 kilogrammes of No. 3 heroin. The arrested females had been wearing specially adapted panty-type body carriers and the heroin had been supplied in Bangkok. Ho was sentenced to 4 years imprisonment and each of the females received a 24 year prison sentence.

59. Preventive Service Officers working at the Government Supplies Department had an unusual find on 19th April, 1977. Inside a parcel which had been returned to Hong Kong from Amsterdam as 'unclaimed', they found a man's jacket. On closer inspection they found that the shoulder padding of the jacket had been impregnated with some 333 grammes of prepared opium. No arrest has been made in the case and enquiries are continuing.

In early June, 1977, a joint Narcotics Bureau/United States Drug Enforcement Administration operation was initiated against a group of persons known to be involved in the export of heroin from S.E. Asia (Bangkok) to Europe (Holland). As a result of initial enquiries it was discovered that the group were seeking to recruit female couriers, thus two Narcotics Bureau Officers, posing as prospective couriers, were introduced to the group. Following a number of meetings, the officers handed over their passports and later each purchased a pair of shoes, which were also handed to the group.
