On 7th March, 1977, acting on information, Preventive Service Officers raided a premises in Yau Ma Tei, Kowloon. This resulted in the seizure of 0.4855 kilogramme of No. 3 heroin. A Chinese male, Woo Man-wai (5170/2429/0251) was arrested and charged with Possession of Dangerous Drugs for the Purpose of Unlawful Trafficking. He was convicted and sent to a Drug Addiction Treatment Centre.

43. On 15th March, 1977, acting on information, Preventive Service Officers laid an ambush around a private car parked in Po Kang Village Road, Kowloon. A Chinese male, TSANG Hon-sum (2582/3352/2773), was detained as he was about to enter the car. The car was then searched and in the boot was discovered 4.7368 kilogrammes of No. 3 heroin. TSANG was charged with Possession of Dangerous Drugs for the Purpose of Unlawful Trafficking. He was convicted and sentenced to 74 years imprisonment.

44. On 1st April, 1977, following a protracted period of investigation, Narcotics Bureau Officers raided a porcelain shop in San Po Kong, Kowloon. A search of the shop resulted in the seizure of 3.37 kilogrammes of No. 3 heroin. A Chinese female Wu Chak-yung (5170/3419/1369) and a Chinese male WONG Hak-ho (2806/0344/3109) were arrested and charged with Possession of Dangerous Drugs for the Purpose of Unlawful Trafficking. However, following committal proceedings, the Crown declined to file an indictment against WONG. Wu was convicted and sentenced to 10 years imprisonment.

45. In the evening of 7th April, 1977, following a lengthy period of investigation, Narcotics Bureau Officers mounted a series of raids against a distribution syndicate in Tai Wo Hau Estate, Tsuen Wan. 46.
The first raid at Room 621, Block 11 of the estate resulted in the seizure of 1.416 kilogrammes of No. 3 heroin and the arrest of Chinese male Liu Shui-chi (1675/3843/3069) and Chinese female TSANG Hau-keung (2582/1564/7449). Both were jointly charged with Possession of Dangerous Drugs for the Purpose of Unlawful Trafficking. Liu was convicted and sentenced to 34 years imprisonment, while the Crown offered no evidence against TSANG.

The second raid at Room 519, Block 5 of the estate saw the seizure of 2,614 kilogrammes of No. 3 heroin and the arrest of Chinese male Yau Man-chung (6726/5502/1813) and Chinese female CHAN Sik-heung (7115/1917/7449). Both were jointly charged with Possession of Dangerous Drugs for the Purpose of Unlawful Trafficking. The case is pending trial.

The final raid at Rooms 101 and 138, Block 5 of the estate resulted in the seizure of 0.1003 kilogramme of No. 3 heroin and the arrest of Chinese male Hui Chun-chiu (6079/6966/2600). Hur was charged with Possession of Dangerous Drugs for the Purpose of Unlawful Trafficking, later being convicted and sentenced to 18 months imprisonment.

On 16th April, 1977, following a period of investigation into the retail distribution of heroin, Narcotics Bureau Officers raided a residential premises in Happy Valley, Hong Kong. While officers were attempting to force entry to the premises à cardboard carton was seen to be thrown from a window, and, on recovery was found to contain 16.25 kilogrammes of No. 3 heroin. Following a search of the immediate vicinity, a further bag containing 0.4065 kilogramme of No. 3 heroin was found in an adjacent school yard.

Chinese male CHEUNG Chak-to (1728/3491/3325) and Chinese female So Kui (5685/1293) were arrested inside the premises and jointly charged with Possession of Dangerous Drugs for the Purpose of Unlawful Trafficking. However, So was discharged at the committal proceedings, while CHEUNG will stand trial in the Supreme Court.
51. The heroin seized in this case had a purity of 52% as opposed to the present purity of 31% in Hong Kong. This, and the type of wrappings used in the packaging, suggests that the heroin was of Thai origin.

52. In the early hours of 10th May, 1977, Officers of the Yau Ma Tei Special Duty Squad, acting on information, conducted a raid on a premises in Tsim Sha Tsui, Kowloon. Following a search, some 1.8753 kilogrammes of No. 3 heroin were seized. Chinese male CHIANG Tung-ping (5592/2639/1627) and Chinese female Lucia SHUM Wei-fong (3088/1920/5364) were arrested and jointly charged with Possession of Dangerous Drugs for the Purpose of Unlawful Trafficking. CHIANG and SHUм have been committed to stand trial in the Supreme Court.
