On 12th February, 1977, Preventive Service Officers at the Airport examined a carton of 'Fresh Orchid Plants' which had arrived from Bangkok. Inside the carton they discovered a suitcase which contained 10 blocks of '999' brand morphine weighing 13.942 kilogrammes, 2 bags of No. 4 heroin weighing 0.693 kilogramme and 20 bags of No. 3 heroin weighing 8.526 kilogrammes.

The consignee, Chinese male CHAN Yan-phoon (7115/0088/2970) and his wife NG Suen-fai (0702/2467/6540) were arrested and charged with Trafficking in Dangerous Drugs. The case has been committed for trial.

On 20th April, 1977, Preventive Service Officers at the Airport arrested a Korean male, SHIN Soo-hyun, on his arrival from Bangkok. Concealed inside a false bottom of his briefcase were 16 packets containing 0.4288 kilogramme of No. 4 heroin.

SHIN was charged with Possession of Dangerous Drugs for the Purpose of Unlawful Trafficking. The trial is still pending at District Court.

On 27th April, 1977, Officers of the Preventive Service searched the M.V. 'Tai Poo Sek' on her arrival from Singapore. As a result some 944 litres of acetic anhydride was seized on board the vessel. Following investigations, Chinese male TSANG Hing-tong (2582/1987/2768), two Singaporean males Kow Tak-lee (6750/1795/0448) and Lo Yoke-tai (4151/3022/3141), and a Singaporean female WAN Swi-eng (7189/5050/5391) were arrested. All were jointly charged with (a) Importing an Acetylating Substance and (b) Dealing with an Acetylating Substance. TSANG was discharged at committal proceedings, while the remaining three will stand trial at the Supreme Court.

On the night of 24th May, 1977, as a result of a long term investigation into the importation of acetic anhydride into Hong Kong, Narcotics Bureau Officers, assisted by the Marine Police, stopped a Taiwanese fishing trawler Sing Sing Choy at sea near the Nine Pin group of islands. A search of the vessel uncovered twenty jerrycans, comprising some 371.6 litres of acetic anhydride, concealed under ice in the forward hold.

34. The master of the vessel, NG Puk-kan (0702/3099/2704) and four crew members were initially detained. However, following investigation, only NG was charged with Possession of an Acetylating Substance. NG has been committed to stand trial in the Supreme Court. (H/CR/48/77)
